The Development and Implementation of a Provider Accessibility Framework for a State Medicaid Agency

Analytics can facilitate the improvement of the equity and capacity of healthcare services for prospective patients. However, many government organizations face daily heavy workloads and limited time for continued education in contemporary analytics. Moreover, government agencies commonly retain analytic talent through outsourced and contracted staff, which is known to have high employee turnover. As such, automating analytic workflows have promise in 1) improving labor cost-efficiencies, 2) improving the rigor in analytic work, and 3) identifying strategies to ameliorate health among enrollees. The purpose of this presentation is to highlight a comprehensive analytic tool designed to 1) streamline several GIS-centric methods of high interest and 2) provide solutions on improving physical access to care for Alabama Medicaid Agency’s (AMA) enrollees. The research behind this described framework was recognized as a finalist for INFORMS 2021 Innovative Applications in Analytics Award.

BIOGRAPHY

Dwight W. Lewis Jr. is an assistant professor of health analytics at The University of Alabama’s College Culverhouse of Business. He also is an associate director of The University of Alabama’s Institute of Data and Analytics. Dr. Lewis holds an MA and PhD in health promotion and behavior from The University of Alabama and the University of Alabama at Birmingham. He also holds a MBA from The University of Alabama’s College Culverhouse of Business and a Master’s of Geographic Information Sciences from The University of Washington, Seattle. His main research interests are in the measurement of physical access and evaluation of health policies impacting underserved populations. Dr. Lewis’ ancillary research areas of interest include the relationship of social determinants of health in disparities related research, and the influence that data visualizations have on health data literacy among at-risk populations.

BIOGRAPHY

Jason M. Parton, Ph.D., serves as Director of the Institute of Business Analytics at the University of Alabama and an Assistant Professor of Statistics in the Department of Information Systems, Statistics, and Management Science, Culverhouse College of Commerce. Dr. Parton’s experience and expertise are in applied analytics that focuses on collaborations with academic, corporate, and government organizations to develop and/or implement systematic approaches for data-guided research and decisions. Specifically, his emphasis includes statistical methodologies, such as analyses of longitudinal data, mixed modeling, and time-to-event procedures as well as working with sizeable and complex data sets. Additionally, Dr. Parton has competencies in Geographic Information Systems (GIS) and spatial analyses. His work has spanned multiple disciplines ranging from health and medicine, engineering, insurance, and psychology, among others. Furthermore, he serves on the Advisory Board for the Alabama Life Research Institute, UAB’s CCTS Biostatistics, Epidemiology, and Research Design (BERD) Council, and as a statistical consultant for the Institute for Rural Health Research and the Alabama Research Institute on Aging, as well as several colleges and departments at the University of Alabama. Dr. Parton’s education background includes a Ph.D. in Interdisciplinary Studies from the University of Alabama with a primary focus in Biostatistics and Epidemiological study design and has both graduate and post-graduate work at the University of Michigan, The Johns Hopkins University, and The University of Alabama at Birmingham. His career experience includes serving as principle investigator, co-principle investigator, project director, and statistician on several research endeavors including work with the Reasons for Geographic and Racial Differences in Stroke (REGARDS) Study, The Jackson Heart Study, Alabama Medicaid Agency, Lockheed Martin, and Protective Life.
